Persimmon Homes. It is anticipated that the land will be transferred to SBC who will then
lease it to Ingleby Barwick Town Council, subject to the Town Council securing planning
permission and sufficient finance to build and maintain the community centre.

The Town Council are delighted to report that the development of a second Community Centre, at the Rings, has started.

In late August the building, funded by the Town Council, was ‘pegged out’ on the ground, and the actual building work will start in September with the aim of completion by April 2019.

The Centre will have two, different-sized rooms on the ground floor available to hire, as well as an office for the Town Council and a centre for young people, on the upper floor.

The aim is to provide the young people of Ingleby Barwick with a safe and comfortable place to meet, socialise and undertake a range of activities, whilst allowing other users to benefit from the extra community space - for organisations, family celebrations and so forth.

We’ll be posting photographs every week to show you how the building is growing so, watch this space!

The land on which the Community Centre is to be built is currently in the ownership of Persimmon Homes. It is anticipated that the land will be transferred to Stockton Borough Council who will then lease it to Ingleby Barwick Town Council, subject to the Town Council securing planning permission and sufficient finance to build and maintain the community centre.

  • Planning permission has been approved and the Town Council is progressing the funding required to complete the project.

  • The Business Plan including the financial implications was accepted and approved by the Town Council at its meeting on 14th June 2017, when it was also agreed to seek borrowing approval from the Secretary of State for Communities to take out a loan for £725,000.The application for borrowing approval has been submitted and the outcome is awaited. Further information will beprovided in due course.

  • If approval is received, it is anticipated that the loan would be taken out over a 25-year period, with the repayments made through the Town Council’s annual precept.The estimated annual repayment costs being in the region of £38,600.
  • It is hoped that work on site will commence in early/mid2018.

    The Town Council welcomes comments from residents’ as the project progresses and would also like to hear from any interested user groups. Volunteers are also required for the proposed new community centre Management Committee.

  • Planning permission has been approved
  • The tenders for the contract are due to be considered at a Special Meeting of the Town Council on 31st May, after which the amount of funding required for the project can be finalised. The funding will potentially be obtained from the following sources:

  • Ingleby Barwick Town Council
  • Loan from the Public Works Loan Board (PWLB)
  • £50,000 from SBC towards the capital costs for the Youth Café

  • How will the Loan be raised? - The Town Council is looking to seek‘borrowing approval’ from the Secretary of State, which will enable them to take out a Loan.The decision to borrow and the amount of loan required will be considered at the Town Council meeting on 14th June 2017. The decision to seek borrowing approval from the Secretary of State will also be made at the meeting.

    Estimated Loan Repayment Costs PWLB
    The Loan would be taken out over a 25-year period, with the repayments made through the Town Council’s annual precept. The guide figure for the Loan which was used when setting the budget for 17/18 was £800,000. The estimated annual repayment costs being in the region of £44,000.The figures will be finalised after the meeting on 31st May.

    What is the cost to residents? - The Town Council has not had to raise the precept to cover this. The annual cost per average band D property in 17/18 has been reduced by approx. 2.3%. Further information and regular updates will be provided.

    The land on which the Community Centre is to be built is currently in the ownership of Persimmon Homes.

    Stockton Borough Council (SBC) agreed in December 2014, to complete a title transfer of the land from Persimmon Homes, to enable a community centre to be sited at The Rings.

    The land will then be leased to Ingleby Barwick Town Council, subject to the Town Council securing planning permission and sufficient finance to build and maintain the community centre.

    Planning permission was approved for the proposed community centre on 28th August 2015.

    The Town Council has agreed and instructed the following:

    • Solicitor to undertake all aspects of legal work required
    • Quantity Surveyor to act on their behalf for the project
    • Architect to draw up the plans in detail, to compile the specification required, all of which will be incorporated in the tender document

    The project has been advertised on the 'Contracts Finder' website, as required by legislation, as well as the Town Council website, requesting 'Expressions of Interest' in the Contract Opportunity from suitably qualified contractors.

    The funding for the project will potentially be obtained from the following sources:

    • SBC - £50,000 towards the capital costs for the provision of the Youth Café (build & fixtures & fittings costs only and not running costs)
    • Ingleby Barwick Town Council
    • Loan from the Public Works Loan Board

    How will the Loan be raised? - The Town Council is looking to apply for ‘borrowing approval’ from the Government, which will enable them to take out a Loan.

    The amount of loan required is to be considered once the tender has been agreed and the overall costings for the project have been calculated.

    It is envisaged that the loan would be taken out over a 25-year period, with the repayments made through the Town Council’s annual precept.

    The Town Council has allocated funding in the budget for 2017/18, to cover any loan repayments required during this period, should the need arise.

    What is the cost to residents? - The Town Council has not had to raise the precept to cover this. The annual cost per average band D property will actually be reduced in 2017/18 by approx. 2.3%

    Further details on the financial implications of providing the Community Centre and associated works will be provided in due course.

    IBTC has created a Business Plan which will incorporate details of the tender and loan agreements as well as any other relevant details, which will be used in support of the project.

    It is hoped that the project will commence on site in early/mid 2018.

    The Town Council would like to hear residents comments on the project, as well as the proposal to apply for 'borrowing approval' from the Government.

    INGLEBY BARWICK TOWN COUNCIL

    PUBLIC CONSULTATION

    PROPOSED COMMUNITY CENTRE, THE RINGS, INGLEBY BARWICK

    Ingleby Barwick Ward Councillors met with Stockton Borough Council (S.B.C.) Planners and Persimmon Homes on 16th November 2009 to develop a Master Plan for the remainder of Village 6, The Rings, Ingleby Barwick. Ward Councillors requested that land be identified for a possible Community Centre/Facility', as the Community Hall at Beckfields is full to capacity. S.B.C.
    Planners and Persimmon Homes both accepted this suggestion.

    Persimmon Homes have offered a site for this facility within the Sandgate development (Planning Application No. 13/2626/REM), which has now been granted planning approval by S.B.C.

    This project cannot progress without Town and Ward Councillors working together with S.B.C. and Persimmon Homes regarding the land, with the view to pursuing the building of a Community Centre which will incorporate a Youth Cafe.

    The proposed design and plans are currently being drawn up by an architect and will be finalised in the near future. A planning application will then be submitted to S.B.C. Planning Department to obtain approval.

    The financial implications of providing the Community Centre and associated works will be provided in due course.

    The Town Council would like to hear residents views on the proposal, at this initial stage and would be grateful to receive your comments.
